DeLay gives clarification of Freistatt police status

In response to the recent article about the Freistatt Police Department's active status, Lawrence County Sheriff Brad DeLay said the Lawrence County Sheriff's Department has no control over activation or deactivation of originating agency identifier (ORI) numbers. The Highway Patrol controls that process. DeLay said the Patrol may have used several standards to evaluate the Freistatt department and may have asked the on-duty dispatcher if the department was active if the Patrol was unable to reach a Freistatt officer directly.

The on-duty dispatcher "more than likely responded 'no'," based on the Missouri Uniform Law Enforcement System (MULES) definition of traffic, DeLay said, "not because the Sheriff's Office requested it."
