Foulke is seeking to succeed Judge Carr L. Woods, who announced his retirement from the bench at the Barry County Republican Club meeting in January.
A 1985 graduate of West Plains High School, Foulke attended Missouri State University in Springfield where he graduated in 1990 with a bachelor of science degree in management.
Foulke then worked in the private sector as store manager for Orscheln Farm & Home stores in Cape Girardeau and Hutchinson, Kan. In 1997, Foulke returned to Missouri to attend the University of Missouri-Kansas City School of Law. During law school, Foulke worked for Rasmussen, Barton and Willis.
Upon graduation from law school in 1999, Foulke worked as Barry County assistant prosecutor before joining the Law Office of John A. Lewright in 2001 where he has been practicing for the past nine years.
Foulke is past Bar President of the 39th Circuit and is currently serving on the Cassville YMCA Board.
Foulke's law practice consists of a wide variety of civil and criminal matters, including divorces, child custody, juvenile, guardianship, real estate, disability and criminal cases. Foulke has participated in more than 20 jury trials in state and federal court during his career and more than 100 bench trials.
Foulke has been married for 11 years to Nancy Foulke, a probation and parole officer. The couple have a 7-year-old son, Evan, and reside in Cassville where they attend First Baptist Church.
